Prevention, Retention And Contingency (PRC) - Rent

A program of Cuyahoga County Job And Family Services

You can get a voucher to help pay for rent or a security deposit if you are in an emergency situation that will not last more than 4 months. The voucher can help with a security deposit and first month's rent when starting a new home, or with back rent if you are staying in the same apartment. You cannot get more than $1,500 in total help from this program in one year.

Who can use it
You must live in Cuyahoga County and have income at or below 200% of the Federal poverty level. You must be a parent, caretaker, relative, legal guardian, or legal custodian of a child age 18 or younger living with you (or through age 18 if still in high school), or be pregnant in your third trimester or after. In some cases, non-custodial parents can qualify if they are enrolled in Ohio Works First, food stamps, or Medicaid and are current with child support. At least one family member must be a U.S. citizen or qualified alien. The lease must be in your name, and you must show you can pay rent going forward. If you have more than $1,000 in liquid assets, you must use that money first to help pay for the rent or deposit. You must explore other community resources first (you can call 2-1-1 for help). In most cases, you need proof of a court proceeding about your housing within 30 days of applying. You do not need a court order if you are 30 or more days behind on rent, moving from a homeless or domestic violence shelter, working with a domestic violence provider, being rehoused by Children and Family Services or Senior Services, or must move due to lead poisoning. This program does not serve people who are fugitive felons or have been convicted of program fraud without repayment, though sanctioned people can apply within 30 days after their sanction ends.

What to expect
You can pick up an application at a Job and Family Services Office, get one from the library, or call the PRC Hotline to request one by mail. You can also download the application online and email or fax it. Once you turn in your completed application with all required paperwork, the agency will approve or deny it within 10 calendar days (sometimes up to 30 days). You will be told the decision in person or by mail within 2 business days. If approved, you pick up your voucher at the Virgil Brown Neighborhood Family Service Center, sign it, and give it to your landlord to sign. Then you return the signed voucher and the landlord's W-9 form to the center.
